What's the best and cheapest way to pick up friend from London Luton?

I don't know the relative times and prices, but an alternative would be to take the Oxford Tube or X90 to Marble Arch and pick up the Luton airport bus from there. An advantage is the high frequency of Tubes (several every hour).

Where can I buy straw bales near Oxford?

I would think pet shops would be very expensive. You could try asking a riding stables where they buy their straw. A farmer is a better bet than a pet shop.

Fresh Yeast?

A posting on a website said Tescos supplied it, but that was two years ago. I always used to use fresh yeast when you could buy it from bakers, but that's not so easy now. Dried yeast is just as good when you're used to using it.

Foundations of Morrell Avenue - more shaky now?

I'd guess that there are more holes in the road (there are in most roads after the hard winter), and that will increase the vibrations from heavy vehicles. If it gets so bad that your walls start cracking, I think you'd have a case against the council.
